You very well could be correct.I don't know any particular reason she would have been living with the Hiett family, however I have other ancestors that had to split up their family. The children went to friends' and neighbors' homes to be raised. In some cases, the children were moved from home to home every couple of years and in other cases, the family raised that child as their own until the child was grown and married.
In a couple of cases for my ancestors, the birth mother died during child birth, leaving a father and young children. The children were given away to neighbors and friends.
In another case, the father of the family was killed in the Civil War, leaving the mother and young children.Again, the mother had no means to support her children, so she gave her children to neighbors and members of their church.
The Hietts had come from Virginia to Ohio.My guess is that they very well could have known the Kime family back in Virginia, and even possibly moved from Virginia to Ohio with them.If they didn't move together, they at least had a lot in common, coming from Virginia to Ohio. The Kime family probably felt comfortable letting the Hiett family raise their daughter since they had similiar backgrounds.
