I don't know who the C/O was. I saw a line in one book that said John Mitchell was a cook at the time. Here's a paragraph a lookup volunteer sent me.

MITCHELL, John E., Private - Company I
Killed with the Custer battalion on June 25. He carried the second message from Major Marcus Reno to Colonel George Custer. Born in Galway, Ireland. Enlisted on September 14, 1871, at age 29 in Bagdad, Kentucky, by
Lieutenant Francis Gibson. Some family members insist he was born in Arkansas according to family bible, but National Archival records are in conflict with this information. He had blue eyes, brown hair, ruddy complexion and was 5'6-1/4" in height. Listed as Jno. Mitchell on the battle monument. He married Catherine Agnes Clemens on April 28, 1872, and she later married a George Swigart. He also left two children, Anna and Charles.
