The issue of Lithuania vs Russia is easy to explain.
During the Russian occupation of Lithuania (1795-1918), an independent Lithuanian state did not exist.
Thus, when my grandfather emigrated to the U.S. in 1911, it listed him as being from Russia.
Lithuania regained its independence in 1918.When the 1920 Census was taken, he was listed as being born in Lithuania since the 1920 Census was the first one to include Lithuania as a place of birth.However, prior to the 1920 Census, Lithuanian was included asn one of the recognized "primary language" answers that census takers would record.
