The combination c^ should mean the Lithuanian letter "c with upper crow" (just imagine the "c" with a small tick upside), pronounced like "ch" in "cheese".
There are more specific Lithuanian letters in this surname, so it is written Laskevièiûtë in Baltic (Windows-1257) encoding, and Laskeviciute in root Latin letters. The male form is written Laskevièius (Laskevicius), and the married female form is written Laskevièienë (Laskeviciene).
The pronouncing of Laskeviciute is (roughly) the same as you wrote: Las-ka("a" like in "man")-vi-chew-teh, stressed on "chew". The pronouncing of Laskevicius is Las-ka-vi-chus, stressed on "ka".
The surname in all its variations is not common, but also not really rare in Lithuania. As I wrote, it originates from southwestern Lithuania, the Suvalkija ethnical region.
