Liston Family Mystery - Do you have solution?

Researching Josephine Cunningham, adopted by Ben and Rose Cunningham in Belle Plaine Iowa bt 1920-1930. Josephine not in Cunningham home in 1920. In 1930 living with Ben/Rose age 11. Elderly neighbor of Cunninghams in 1930s says Josephine adopted from a Hoff/Huff family. A Josephine Liston - aged 1 5/12 living with the Hoffs a few blocks from the Cunninghams in the 1920census. Josephine listed as William Hoff's neice. Only Liston family in Benton County Iowa in 1920 lives in Belle Plaine also. 1920 Census for Daniel Liston lists wife Emma, dau Pauline age 3 5/12, and dau Leota Liston age 1 5/12. The Hoffs, Listons and Cunningham husbands all worked for the railroad in Belle Plaine and lived within a 5 block area of Belle Plaine. Is Josephine Cunningham actually Josephine Liston? Are Leota and Josephine twins? 1930 census shows Daniel and Emma Liston - dau Pauline now missing, addt'l children Donald, Arlene, Edwin, Willfred. Any information this family group will be appreciated.
