Have you read these messages on this forum ? They might give you some clues. They mention Phelps County, Mo.

Messages # 4-415-485-494-495-1471.

Humphrey and Enoch R. were from Phelps County, Mo and both served in the 32nd Mo Inf Regt (Union) in the Civil War.
Humphrey was age 30 in 1860 so could be a brother to your Jesse.Enoch waas likely a brother to Humphrey.
