Birth Records in Lebanon 1800s

I was woundering if anyone would know how I would find my Great Grandfather's Birth Record in Lebanon. He was born on 07/20/1883 and he was from a town I can't find on the map called Baskinta. Do you know if the gov't, or church kept records of birth and marriages during that time period, and how may I obtain those documents? Do you know if he would have had to get a permit to emmigrate before he left that country?
