Syrian Immigration in 1889

My grandfather was born 29 Feb 1880. He came to the US in 1889. Became a US citizen in 1899. And after he married Grandmother who was from Georgia, he went to Vermont in 1914, worked for the railroad for one year, then opened a fruit stand store. I know from my father that Starr is not his original name. I believe it was Njaim which means "Little Star".

These are the only facts I have on my grandfather. And I got those from the 1920 census.

Oh, the newspaper always said that he came from Beirut. But 1889 is 3 years before Ellis Island opened.

My Question: How do I begin to try and find his naturalization records and his arrival records here?
