Hello Ingrid, Perhaps I expressed myself misleading? I like to say that all Latvian men who fought on the side of the Germans, were in the Latvian Legion. Also and additional there were civilian refugees, men, women and children. I assume that the involved civil and military organizations knew that all Latvian men who fought on the side of the Germans, are in the Latvian Legion. This can be justified, that many of the former Baltic legionnaires, still from end of 1945 take over into the British and the U.S. army. One should not forget that at that time the cold war loomed ever. As I understand that the emigration from Germany began in early 1947, from the summer of 1948 also in the U.S. after the Displaced Persons Act of the 1948.
