Fellin is the old German name for the Estonian town of Viljandi, more than 200km from Riga.In 1888, Viljandi was part of the Livland province of Russia, which consisted of what is now southern Estonia and northern Latvia. Is Viljandi the place you're looking for?
If it is, then you'll need to consult Estonian records, which can be found on the website SAAGA, http://www.ra.ee/dgs/explorer.phphttp://www.ra.ee/dgs/explorer.php
If you are looking for a place in Latvia, then you will need to double check that name. It would be the old German name, but I don't see anything that resembles Felin anywhere in the vicinity of Riga.
