Hi Charles:

The closest fit that I know of is :

William W. Langworthy, born March 19, 1856; died 1918 in Louisville, Kentucky. He married Frances Dougherty and, according to “The Langworthy Family”, by William F. Langworthy (Tuttle, 1940), p.199, they had no children.

If this is the right couple, and IF the book is correct, then Dora was an adopted child.
What is her last name in the 1910 census?

Because William and Frances don’t seem to have had kids, I’d guess that Cleveland is probably a surname.
