Hello Wendell,
I did some checking and found Frank in the 1901 census with his parents and siblings.
Frank's father William was born in Newton Abbey<Highweek>, Devon.
Occ: Painter and Plumber.
Pheobe born in Plymouth, Devon.
Their children acc to 1901 census born in Newton Abbey=
Edith. age 14.
William J. 10.
FRANK.9.
Laura Phoebe.7.
William and Phoebe Ann <nee Ellis> Lake married in 1885.
I checked further back and found Wm in earlier census records. His parents were John and Jane Lake.
John married Jane HORE in 1850 in Devon.
Just trying to help.
Have saved census records + marriage ref's.
