Did you ever get a copy of the marriage license for Arthur and Permelia? I did eventually get one for my grandparents from the Rapides Parish Court House. That is how I found other ancestors and descendants.(the witnesses that were listed on the license, led me to other descendants)
You haven't found anything in the census for Rapides Parish? I thought my grandfather came straight from GA to Rapides Parish in 1870 but found out that the family went to Pointe Coupee Parish and evidently my grandfather left Pointe Coupee Parish sometimes in between 1870 and 1883 and came to Rapides Parish where he was married.
You might check census records from other parishes, if you haven't already done so.
