would anyone know if records were kept of where individuals were buried "by the hospital"?

I have seen photos on the NOLA site and there seem to be flags of some sort next to or on the grave.
wondered if these flags were numbered and would lead to the name of the individual there.

My ancestor died 1881 and am just curious to see if a grave could be located for him.
