Understanding 1910 Census

While searching for ancestors in LA, I cam across his name listed in Shreveport Ward 7 Caddo LA in the 1910 census. However, instead of the "normal" head of household with spouse and children, there is a long list (49) of adults (male and female) ranging in age from 19-80 with different last names. Would this be residents of a jail, prison, hospital, sanitorium, etc ? Any idea how to ascertain what this is ? It is the 1910 census family number 564 page number 16. Thanks for any and all information.
