freebmd.rootsweb.com has four Joseph Julians b. between 1841 and 1851: quarters of Mar 1844, St. Austell (Cornwall), Mar 1845 ditto, Sep 1846, Lambeth (Surrey/London area), Sep 1848, Bodmin (Cornwall).

There is no Louise Julian (possibly not indexed yet), but a Louisa Mary Julian is registered Dec 1844 quarter in Bodmin (this vaguely matches with the Joseph Julian in Bodmin). However, this Louisa appears to be the daughter of Sampson Julian and Martha (IGI), there is no son Joseph listed with them, and Sampson was not b. France, as their father supposedly was in the 1880 census.

The Lambeth record seems the most likely - there were more foreigners living near London than in Cornwall.
