ship's lists for passengers on port of New Orleans

Where would I go to find ships' lists of passengers who came into the port of New Orleans on freighters in the 1930s? Am looking for Elinor M Barnard in 1939 or late 1938.Was living at the old De Soto Hotel on Barron St. in 1939.
