Civil War Veteran's Homes

Was there a Veteran's home located in Jefferson Parish for members of the Union Army who were attached to 1 Louisiana Cavalry, although they were from other states? Query 2: Beside the Cemetery Office at the Cypress Grove, LA cemetery, are there other places where data might have been kept on Union Civil War Soldiers interred there? Specifically I am looking for information on Isaac Easton, originally buried at Cypress Grove, body exhumed and sent to Chalmette for reburial. No information at either cemetery on this soldier's history. Thanks for any help.
