Caddo Parish Jail -1860 - Welch

Anyone know how to get info about someone listed in the 1860 Caddo Parish census in the jail?

I'm looking for a unknown WELCH who married Sarah Wyatt abt
1860 and had two children: William David Welch (abt 1861) and Mary Elizabeth Welch (b. abt 1863). I can't find them in 1860--but Sarah Welch is with Jesse Wyatt and wife Mary (Callaway) in San Augustine Co. 1870 --the rest of the Wyatt family with them. She was apparently a widow by 1870.

Many stories have been handed down about what happened to this unknown Welch. "He was killed at Magnolia" it is said--but we don't know the circumstances. Mary Elizabeth Welch, his daughter married Marion Bee Sanders in San Augustine, and that family has Gallagher connections. I also saw a Gallagher in the list of inmates--so wonder if the two might have been partners in crime or in the same party when Welch was shot.

I've driven the road from San Augustine to Shreveport, and it certainly looks like an area where there could have been some out law activity around the time of the Civil War--or some skirmish over a Civil War issue.

I'm not too proud to ask about this, just want to know who my ancestor is. If you have any clues or similar stories that might be related, let me know.
