Missing Death Certificates From 1920s?

Does anyone know if there are any death certificates from the 1920s that have been lost? I have several ancestors who almost certainly died in Whitley Co. after 1920 but before 1930. In one case, I have an actual date from a headstone. In several others I can't even find that much. Since death certificates were being kept in Kentucky by 1911 this seems puzzling. If it was just one certificate from this time frame and location it might not seem so odd. But I am unable to find about 4 or 5. Is there some explanation I am unaware of?
