Cemetery visit etiquette-Garrett Cem. in Slade

I need some help, please. I am going to be in Powell county this summer and would like to find the Garrett cemetery in Slade. My great grandfather Landen Akers is buried there. How do I find out whether it is a private or public cemetary? If it is private, should there be a caretaker listed somewhere that I will need to contact before arriving? I don't want to ruffle any feathers by just showing up. Am I correct in assuming that the address to the cemetery and directions can be obtained at the county library?
