I checked the surrounding pages and unfortunately it seems as if those numbers listed under the Civil War service don't seem to apply. Found several people listed that couldn't possibly have served such as young boys and women.

I checked the census instructions for the 1910 and that portion should only have shown UA/UN or CA/CN (Union army/navy, Confederate army/navy), Blind was Bl, and Deaf/Dumb was DD. Otherwise the areas were to be left blank.

Since I found nothing under service records or pension applications at this time it's probable that Phineas did not serve in the Civil War. However, the Confederate soldier lists are not as complete as the Union so it is still possible you will find something on Phineas.
