Where did all the records go?

Can anyone explain to me why there are so few early Mercer County records available? All of the Kentucky indexes are extraordinarily sparse when it comes to this county. The largest Kentucky marriage index only has Mercer County between 1793 and 1823. Were records lost? What happened? BTW, I am working from MN and cannot go to the courthouse and can't even find any info on what years may be available.
