Joslins in Crab Orchard

I need some help from any local people who read this forum.

I have two brothers, James and John Joslin, b. 1815 and 1822 in Lancaster, (Paint Lick P.O.) Garrard County, Kentucky. I can find them there with their families until 1860 Census. The 1860 Census shows John in Crab Orchard, Lincoln County, Kentucky. The Great Grandfather of these men, John Joslin (d.1793) lived in Lincoln Co. at the time of his death. Question: Did the boys actually move or did the Counties change their boundaries?
