I found an Arthur R. Bell born in Warren County, Kentucky in 1923. He was an Army veteran of World War II and died in Indiana in 1998. I frequently find folks in my data who have "flip flopped" their names to suit themselves, so I consider this Arthur R. a stong "possible" for the Robert Arthur you are seeking.
