Meaning of Taxes in Fleming County

Property tax lists can be helpful in narrowing possible relationships. What was the policy in Kentucky in the early 1800s as to who was taxed, for what purposes and at what age? Was real property all that was taxed or was there also a tax for males in a family based on their age? If so, at what age were they taxed. Thank you.
