Bixler Cemetery in Seward Co., KS

Could someone tell me about Bixler Cemetery in Seward County, Kansas? I have been told it is about 13 miles east of Liberal. Is a transcription available of the tombstones? Is the cemetery accessible and maintained? Is it on private property? About how many burials are there? I am looking for my gr-gr-uncle James M. Bixler and his family who I believe are buried there.
