I found my answer:
Graves, W. W. "History of Neosho County" St. Paul, Kan.: Journal Press, 1949-1951, 1170 pgs. Online at HeritageQuest Online.
Beginning on page 954:
-- Explains that Tioga Township was first known as Neosho Township, which was first designated by the county commissioners on March 6, 1865. In late 1870 a town of Tioga was started and was one of four towns that were merged to form the city of Chanute in 1872. Also in 1870 a portion of Neosho Township changed to Tioga Township and in 1871 all of Neosho Township became Tioga Township.
