Nancy,There are no state records for 1800's if that is what you need. Kansas does not send certicates for years after 1939 unless one is applying for self or is a direct descendent. Yes, they do keep the $13, but the fee is for research, whether found or not.
HOWEVER, you can try writing to the county; some counties kept records and may send you what you request for a small fee.
