Jeanette,

You have me puzzled here. The city of Walnut is not in Cowley county. It is also a dinky little town and I doubt they had a state training school. Winfield is in Cowley county and was home for decades to an institution for Kansas citizen who were mentally retarded. It had a few different names, but Winfield State Hospital and Training Center was one of its more recent names. It is no longer in operation.
