" State Training School" Walnut, Cowley, KS

I am trying to find out what the "State Training School" in Walnut, Cowley, Kansas was or is? It was in the 1930s census and some of my Great Aunt's children were living their. My great aunt and her husband were in the Fort Dodge Soldier Home in Fort Dodge, Ford, Kansas. My father doesn't seem to think that children would have been allowed to live in the "Soldier's Home." So was the school an orphanage, a poor farm type thing or just like a private school? Was it paid for by the state or federal government as a veteran benefit? Any help on this subject would be appreciated.
