Alva J. Smith early 1900's

Mr. Alva J. Smith was an engineer and land surveyor that moved to the LA area (Pasadena?) about 1928 from Emporia, Kansas. I believe that he came to Kansas from Iowa or Illinois about 1900. He was an extraordinary surveyor that I hold in high regard and am interested in his life. While in Emporia, I know that he held county and municipal offices and had a construction company as well. Thanks for your help.
