What was his rank? If he/they lived off base as many married soliders did, like my maternal grandparents did in that same time peroid, and place; you will probably find them in the city directories(not phone books). They started in the 1850's and go to the present). The Lv. Library has a set, but they do not do lookups. They are hardbound books. The library also has them on microfilm. One year in the late 20's is only on microfilm. Those microfilms are also available for onsite viewing at the State Museum in Topeka. Another microfilm source is your local L.D.S. Family History Center at their churches(tiny rental fee to order and read there). I own some Lv. city directories.
