Did you say that you have Charles' pension records already?
Normally pension records contain the most information about vital statistics.

There is only one Federal Census that he could be found on: 1900 Census for Leavenworth County, Kansas. The 1890 was largely destroyed, although remnants exist for widows.

You have already searched the 1900 Census, and not found him?
