Gibson and the G.A.R.

My William Carroll Gibson died on 29 April 1877 in the county.
After the G.A.R. was formed he was buried in the GAR circle.

Now the problem. We want to put a headstone up. We know from their
(GAR) records he's in marker #48. The cemetery records burned in the 1930 and now were being told when the cemetery was under construction everyone was dug up then put back after it was complete and they don't know for sure who's where.

I need to find pre 1930 cemetery records to verify William is where he should be so we can get the process started for his headstone.
