I honestly don't know.
But as I have been doing a lot of research in Va. You may want to try www.rootsweb.com/~varussel/ This is where I have seen a ton of Kisor/Kisers. If the link doesn't get you there, use your search engine for Russell County Virginia. It's loaded with information.
So many Kisers you should be able to find him if he was there. Use all the different spellings. Although I haven't found the one I was looking for, yours may be there.
