I can't advise on scholarship matters, but the old photos you mention do need to be taken care of. Thing is, if you use a service to scan them for you, likely the service for just a small collection of photos would be as much as or more than just purchasing a scanner and doing the job yourself. All scanners on the market today are of sufficient quality and some are inexpensive. Also, the machine generally comes with image editing software for improving and refining digital images. It is not a complicated process. If you go this route, I will be happy to assist with any restoration of the images that you don't feel up to handling. The digitized images can be sent with e-mail.
