Where is Verlin?

Russian Jewish immigrants in Milwaukee (and maybe other places) during the 1920 census gave the censustaker the district they were born in. Most I know, like Vilna, Podolia, Vitebsk....but not Verlin. Where in 1920s Russia was Verlin?
