Looking at the manifest, I would say that the clerk who entered this information understood "Simitowska 58" to be a street address. It certainly looks like one.Nonetheless, spellings on these passenger lists are notoriously inaccurate.
I wonder, if instead of "Simitrowska" (a Polish spelling, anyway), what was intended was Dmitrovsky.There is such a street in Kiev.
As for Jews not being allowed to live in Kiev, keep in mind that such a law was in effect under the Tsars. Your ancestors left in 1922, long after the Bolsheviks took power and did away with residency restrictions on Jews (although they had their own anti-Jewish prejudice).
