Not an expert in Hebrew, but in researching the Low Country of South Carolina family history. From what I could find on the Internet, it most likely is an address, possibly the "Street, or Avenue address", and seems to be a highly stylized form of Hebrew lettering, and may include the number and address of the building. Which may have been, "10 Moses Avenue or Street". What was the address of the building the plaque with the “unknown Hebrew symbol” was on?
