Registering as foreigner.

Hello,
One of my ancestors came from England to Berlin appr. 1845-55 to settle in the city. My first question is about where usually foreigners had to register or apply for citizinship? My second question is,where did Jews apply for change of surname and religion? Which archives are dealing with this kind of questions?
