Who did your speak to at DPS? You did not give a name, so how do you know you spoke to "Betty's DPS expert." I really doubt that Betty has her own DPS expert. She presented the photos to a DPS expert in the field, but in no way did this person become Betty's DPS expert. Of course if you continue to phone "the expert" at DPS then that is harassment.
Harassment: Used in varity of legal contexts to describe words, gestures and actions which tend to annoy, alarm and abuse (verbally) another person.
So apparently you are the only person that has continued to phone the Texas Department of Public Safety Photo Expert repeatedly.
You are having the (your experts) examine the photos, but you are not trying to prove Betty incorrect. I am confused, if you are not trying to prove Betty incorrect, why are you having the photo's examined by all these "experts". Why wait until September? Is this September, 2000 or 2001 or 2010 that you will reveal whatever? What do you mean by photographically documented?
How do experts get to be one's private personal experts? They stop being employed by a company and become only one person's expert?
I do not understand your point to this? Please explain.
