Art that time of NYC history immigration from Italy was at its height with hundreds of thousands of laborers of all types were brought to the USA by "padroni" who stayed 18 months at a time and still others were permanent immigrants and hired to work alongside these workers of many nationalities. In those days Labor was mostly hired by contractors and there was no need for security precautions needed except for Night Watchmen who patrolled the construction sites.

I believe we went thru this business with the Foppiani family sometime ago when a female inquier asked the same questions about Luigi and Luigia Foppiani.
