I search the IFHF's online database at ROOTSIRELAND.IE. It has abt 19 million B/M/D and other records for MOST Irish counties. Records before 1863 are increasingly sparse. By 1800, they are almost non-existant. Many B/M/D events either weren't recorded, or haven't survived.
For Michael Byrne B 1889 exact, somewhere in Ireland, with a father forenamed Laurence, mother Ann, I found just 1 record. This MAY be for your ancestor. A view of the detailed record (usually at a small fee) should show more info and confirm the parents' names.
For a Laurence Byrne and Ann ? M 1879 +/- 10 yrs, somewhere in Ireland, with parents' names unknown, I found 3 records: Co. Dublin, Kilkenny, and Tipperary. Note - NONE of the three have a bride surnamed O'Leary, etc.
