There are two databases of surviving Tipperary B/M/D records. The 1st is the Irish Family History Foundation's online database at ROOTSIRELAND.IE. The 2nd is the Tipperary Family History Research Center's. The 2nd charges substantial non-refundable fees.

I couldn't find a M record for Pat(rick) and Helen(Ellen) in the 1st database. Note - Many pre 1850 B/M/D events weren't recorded, or the records haven't survived. Also, not all the surviving records have been transcribed: the IFHF provides frequent updates when it adds more records.

Suggest you visit the IFHF's website, register (free), browse for Patrick's brothers' B records, and wait for the IFHF to inform you as records are added. By the way, there is an 1820 B record for a Roger Power in Co. Cork. Father's forename is John, mother's Johanna.

Hope this helps. Good luck.
