I searched the Irish Family History Foundation's online database at ROOTSIRELAND.IE. It has abt 20 M B/M/D, civil, census, etc records for most Irish counties. Records before 1863 are increasingly scarce - and almost non-existant before 1800.
For Joseph Devine B 1802 +/- 5 yrs, Co. Louth, with a father forenamed Pat(rick) and mother Mary Colgan, I found 1 B record in 1802.
For a Joseph Devine and Ann Nulty marriage 1825 (exact), Co. Louth, I found 1 record.
For a Patrick Devine and Mary Colgan marriage 1790 +/- 5 yrs, in all Ireland, with the parents' names unknown, I found 0 records.
For those positive results, a view (on this website) of the detailed record(s) (at a small fee) MAY reveal more details.
