Hard to know ... but since they listed everybody else as born in Ireland and he is the only one born in Liverpool, I would tend to believe it. You can obtain copies of the birth certificates from England to see if any of them are yours.

There is a Christopher John Sullivan born in the quarter ending March 1897 in Limerick, but that would have made him four at the time of the 1901 census and Ellen would only have been 14.
