Kristee,I looked about at quite a few records and could find only 1 reference to Burgess pre-1795.In the 1776 Freeholders List these men appear:
abode:Cloughjordan
freehold:Cloughjordan
Minchin Burgess
John Burgess Sr
John Burgess Jr
Cloughjordan and Templederry are about 15 miles apart so it is quite possible that one of these may be Robert's father.Or relations at the very least as Burgess doesn't seem to be a very popular name in the area.
Also,there are estate papers relating to the Otway family of Tipperary 1666-1834 who owned the lodge and the Burgesses may be listed in the papers as tenants/workers.These are available in the National Archives of Ireland.
I checked Griffiths Valuation and could not locate Robert but if he died in 1849 he may not be listed as the valuation is for 1848-1864.Are you sure he died in 1849? I ask as I checked the civil registrations and could not locate a death for him in 1849 nor for Jane in 1886.
In the Tithe Applotment books I did not locate Robert but the books are incomplete and he may be listed with the Otway estate.I did find Hayes however;

In the Tithe Applotment books there are quite a few Armitages listed as well.
