Ships manifest or passenger lists?

Does anyone know if ships leaving Ireland in the early 1820's kept a passenger list? My ancestors came to America sometime in the 1820's and worked in the coal mines in Shuykill County Pennsylvania. My g. g. grandfather, Patrick O"Neil, with possibly his father, also named Patrick was found in an early record from that area. Later in the early 1830's, Patrick married a Sarah Kelly, also from Ireland. I can find nothing on where they may have lived in Ireland. And with names like O'Neil and Kelly doesn't make it any easier. I did find one questionable record that said the O'Neils were from County Carlow.
