I searched the ROOTSIRELAND.IE database. It contains abt 19 million B/M/D records for MOST Irish counties.

For Thomas Welsh(Walsh) B 1828 +/- 1 yr, Co. Mayo, with the parents' names unknown, I found 4 B records.

For Bryan(Brian) Welsh(Walsh) B 1828 +/- 10 yrs, ditto, I found 0 records.

Proper record keeping for Co. Mayo started late. In 1828, only about 10-15% of the records were kept and/or survived.
